[Milsurplus] RBM Usage and restoration

In addition to being paired with TBW, it seems to have been used as a
standalone system.

Inventory of USS MASSACHUSETTS showed an RBM but not a TBW in the Flag
Officer's equipment.  I believe it would have been used for copying FOX
broadcasts while the Flag Unit (Admiral's staff) were ashore.  FOX
broadcasts had to be copied but do not require acknowledgement so the
transmitter would not be necessary.

PS since no one has brought it up again yet, the RBM suffers from the same
issue with the trimmer variables' rotor shifting endwise and shorting out
the capacitor.  If the bypass caps etc. are all fixed and the receiver is
still dead that is the place to go next.
