 From the manual for the SCR-695 IFF set, on using the BC-906.

"The vertical scale of each chart reads one-tenth (1/10) of the
resonant frequency, in megacycles. The factor of 1/10 is employed
for secrecy."

Just for the sake of historical accuracy, the BC-906 is described as a 
frequency meter, which is its primary usage. I suppose its possible to 
use it as a field strength meter in a pinch, by noting the depth of
the dip, but can't verify that.

An SCR-695 IFF set is one of the works in progress around here,
I managed to get the test equipment working, and have seen signs
of life from the BC-966 "Radio Receiver" but other things keep
getting in the way of getting it finished.

Also, note the nomenclature of the IFF set as a "Receiver", again
an attempt to hide its true function.

The Navy did something similar with the ZB, AN/ARR-1 and AN/ARR-2
sets, dropping the first digit on the tuning dial. 46 really means
246 Mc.
