So i think we have a better handle on Navy CW procedure re DE and V.
Summarizing, as i understand, sometime in the 1920s the Navy went
to V, then returned to DE use, right around 1953. 

Army still isn't entirely nailed down, as to years. Jack Antonio submitted
examples for WW2 era Army use of V. 
I was just looking at "SIgnal Corps Training Camp Ft. Leavenworth Kansas
1918", a small booklet, mostly on discipline and military protocols,
but it does have a section on wireless message format, and the DE is used.
It may be that the Army's use of the terms pretty well tracks the
Navy's.
