[Milsurplus] [ARC5] OT: What is the purpose of the 4th pointer on my Kollsman 671CLU-4-038 pressure altimeter?

The altimeter works off the static port on the side of the aircraft. You
usually set it to the airfield altitude prior to takeoff or in flight
with the pressure from flight service. Since the needle for hundreds of
feet is not moving my best guess is its broke.
