[Milsurplus] TCS follow-on

Here is the Collins rcvr-xmtr pair that was evidently intended to replace
the TCS. But I guess that SSB stuff interfered, so it never got produced.

I have one of the 4 prototype receivers but haven't ever heard of a
transmitter being sighted.
