[Milsurplus] TS-164 - schematic/parts BC-221 type frequency meter

Hey thanks, so this confirms a set that was selling on Ebay,  ws missing 
parts, the relay.   Looks to be slightly ham-A-fied, but restore-able.  
Don't need that project.
Much appreciated!
