An Exciter (like in this application) may not have the ability to tune a load or may be very low power. For instance, Collins Radio adopted a standard where their exciters only put out 500 mW nominal – they would usually do a watt. So, in some cases, exciter implies standard 50 ohm out and low drive.
In some other applications, exciter and transmitter are used interchangeably. For instance if I drive my Collins 30S-1 with a 32S-3 transmitter that can tune a load up to about a 3:1 VSWR circle and puts out a nominal useable 100 watts, in that application, and tuned to 50 ohms and reduced in output to about 60 watts, it is often called the exciter..
So – no wonder you are a little confused.

Hey guys,
Happy new year to all. Hopefully everyone had a fun and safe one!
Today's question concerns the two tubes in the subject. They also are the only tubes used in the AM-3007 amplifier (used along with the T-827 exciter and RT-816 transceiver). Now, my thought/hope was to assemble a complete AN/WRC-1 station, but it seems that the 8116 tube is pretty darn rare, at least on a cursory search online.
Am I searching in the wrong areas, or am I right in thinking that tube is tough to get (and no real suitable replacement), leaving me potentially hanging dry in using an AM-3007?

PS As someone still learning, can someone please explain to me the difference between an exciter and a transmitter in the WRC-1 application? I apologize if I might have asked this before... If I did, it's obviously still not sinking in.
