[Milsurplus] TCS Transmitter: OK Smart People; Why?

Here is the full text from the Instruction Book for Collins TCS-7, -9 to -12 (NAVSHIPS 900,291-IB, 14 NOV 44), Section 4.6.1.1:

  "Operation on CW with crystal frequency control will usually not
   be satisfactory with keying speeds greater than 20 words per
   minute.  This is inherent in the crystal and is not the fault
   of the transmitter.  Many crystals do not key satisfactory
   even at slow speeds."

The Collins TCS-* crystal unit is COL-40068.

The above quoted statement is remarkable for a Collins transmitter using the proper crystal unit and correct adjustment.
