  My first inclination was to think of increasing the feedback ratio from 
1:5, but 1:5 should actually be plenty. That might
still be a quick & dirty: parallel the upper capacitor with another one 
of 25-50 pF and see how it responds, if it responds.
The overall load capacity on the crystal would still not be unreasonable 
with this addition.
I think the 12A6 a less than desirable tube for this osc circuit, 
because its plate-grid isolation is not so good,
being a beam power tube. I would try decreasing the cathode and-or 
screen resistors while watching the
plate current so you don't get a radically higher output when it IS 
oscillating better.
So get solving this Collins conundrum, Dave, and achieve fame in the TCS 
community.
