That was in 2002.  I still have one of the emails from that FOIA debacle.  
The inverters were bought on a weapons system contract and in the Air 
Force's pea-brained opinion, that made them part of a weapons system.  I finally 
got permission to go to Tinker AFB and make one copy of the manual.  But it 
had to be copied on a copy machine cleared for whatever the manual's 
classification level was.   I had the necessary clearance at the time.  However..., 
as I was Retired Navy, not Air Force, and wasn't assigned to a unit at 
Tinker, I couldn't use the copy machines.  I finally gave my inverter away.
