It may not be the gov't but a stupid blanket policy of Ebay. If anybody 
took the time to review ITAR they would see that it has been updated 
over the years. There are certain countries that are exempt to 
restrictions. Items that are in the public domain are exempt. I wonder 
if stuff sold by Fair (and others) over the years (decades) is 
considered public.
