[Milsurplus] ART-13 speech amp

I believe the answer is that anything military, no matter how old, has at least some restrictions. It's been this way for a long time, although frequently not enforced. 

Mike Murphy knows all about this, he has to live it every day. 

If it's some random internal piece of old radio gear and you give a generic description it will most likely slide, I suppose.
