Consider a jammer on a floor of a high-rise in a large city.  Jammer? Yes. 
City-wide?  Yes, location?  That-a-way.  Find him?  Eventually, maybe, if 
the resources exist and can be bothered at the moment.  Affective? 
Absolutely, at the jammers whim.  I've seen it with many other services and 
equipment.

I imagine, out in the field, in a strategic scenario, there's more than one 
jammer, but still using techniques that proved out in the 60's- a buncha 
guys spread out and do a buncha stuff and affect everyone else with 
relatively little risk to themselves.

The boat scenario?  Was a satellite used?  Don't know, I didn't read the 
article, I figured it was a recap of a 15-20 year old story I've read a few 
times before.  But, if not, the location of "that country over there" 
doesn't really matter in the end.
