Yes again, although you can, somewhat, influence the draw by when-in-the-year you bid. 
Being extremely patient also helps.

Same here.

Which is why I use Auction Sniper: since using that, I have never gotten sucked into a 
bidding war, and have saved oodles of money to get the stuff I have needed.
