Brad, the equipment listed up front is too extensive to be some provisional setup in a war capture ship. I would guess the captured ships were stripped of souvenirs
( either permitted  or surreptitious collecting ) and then towed to the site. The other thing that argues for it being a USN ship is that it has the Navy radio compartments
Radio 1, 2, 3. 
Nick from milsurplus commented that he too has a book with minimal entries, and he thinks this radio logbook was mostly ignored as pointless paperwork by the ETs.
One thing that struck me was that this doesn't look like anything produced under wartime emergency conditions. Many pages are illustrated with drawings of Navy 
techs busily going about their work. I know for a fact German, Japanese, and Russian publications didn't have time for such whimsy.
