>The bottom one is a really common one known in the electric utility industry as a "secondary spool" for mounting on a secondary rack.  The secondary rack is a galvanized steel device which holds 3 or 4 spools in a vertical alignment.  A steel rod goes thru the center hole and secures the spool to the rack.  Wires are wrapped one turn around the groove in the spool. Basically, the secondary rack & spools are a wire organizer. 

 

Commonly found below the transformer on the pole and also on some poles without the transformer.
