What i meant is in those years, GBR, NPM, NSS, WAR and so on didn't shift
frequencies. Everyone knew what frequencies they worked,
and it wasn't hard to find the outstation frequencies.

I think the fear about this DF thing was actually the logical outgrowth of
these ingredients:
+ a remembered recent history of radio receivers interfering with each other
+ development of DF technique as a mature technology
+ seemingly unstoppable losses to U-Boats
=you recoil and adopt the maximum defensive posture.
