I don't have the change orders to the SRR-13 but your summary agrees with the change orders I have for the FRR-23.
I just checked JANAP 161 which indicates that the SRR-13 was in the military inventory as of March, 1953 but there was no mention of the FRR-23 so I assume that this radio was a somewhat later development.  This is in rough agreement with receiver model numbers since the SRR-13 is also known as an R-441 and the FRR-23 is likewise known as an R-503.
If anyone has copies of the Preliminary Maintenance Manuals for either the SRR-13 or the FRR-23, I would appreciate knowing the manual dates.Jim      From: Nick England <navy.radio at gmail.com>
