[Milsurplus] puzzler - module with glass rod?

I've just added some more photos. This glass rod appears to have a single
contact to a ceramic(?) button attached to its base. Maybe some sort of
piezo transducer with the rod acting as a resonant filter? What's it doing
in something that otherwise appears to have VHF(?) coils and trimmers. Is
it some sort of radar pulse processor thingie?
The rod assembly is labeled Z1 on the components diagram.

Oh yeah, free to a good home...
