Conclusions:
Well, I was unable to get it going doing the simple stuff, and don't
want to disassemble it as I don't own it and have many other projects,
but...
The generator has an aluminum frame with bar magnets around the
circumference, and rotates with the engine. Yes, the rotor is the
external part. The stator is inside and picks up the induced voltage.
From the number of magnets I am guessing the frequency is about 500
cycles. It's a big generator for only 400 rated Watts.
Since this is very "non-standard," they selected non-standard outlets
(used in Australia, New Zealand, China, and Argentina) to discourage
connecting 60 cycle loads.
Heinz & Kaufmann built transmitters, and my conjecture is it was used to
provide power for MCW operation. Rotating machine ac was also used for
MCW in some RMCA marine transmitters, and the TBW.
