[Milsurplus] SAQ Transmission on 17.2 kc. on 6-28-15

One reason I didn't hear SAQ on the 0900 UTC transmission is they had an 
insulator catch fire outside the transmission hall.  If I waited I might 
have heard tests at 0945 UTC.  I didn't hear the 1200 UTC transmission 
either.  To be fair, ambient noise is pretty high in the Summertime and 
I may not have heard anything anyway.
