The date stamp on the capacitor just means that the capacitor was made
before VJ Day. The supply (which sounds more nicely done than the Hallicrafters
EP-298) could have been done up to 1955 or so. As DA and then DOD still
had ample supplies of BC-342's in inventory and as budgets began once again to
be slashed in September of '45, I can't think of any good reason why the
Army or the Air Force would have paid for the job. More likely it was done
for one of the airlines. Like the crystal mod to the T-47A, which was only
later bought by USAF and called T-412/ART-13B.
