In my limited experince, the T-17-D ought to look like this one:

The small number of tiny holes in the mouthpiece is reputed to have been one of the causes of the T-17's lack of sensitivity.
It's not easy to tell in the Ebay photos for item 261866912693, but is that a layer of black electrical tape wrapped around the mike between the part with the holes and the rest of the gray body? If so, that seems a sure sign that the mike element is indeed a telephone part taped onto the original T-17 body.

The T-17 mike doesn't look original to me though I've only limited experience with them. It sure looks like a T-1 or T-100 telephone element has been stuck onto it. Anyone else have an opinion?
