Yes, you need a pretty good loading coil.
BTW, the No.19 Set will tune up an 8 ft. mast down to 2 MHz.
The Navy MO/MAK is spec'd to load a 4 foot mast down to 2 MHz. In case you need
to keep a low profile, I suppose.
There was that QST article that showed that for equivalent power, for a mobile vehicle
radio with same size antenna, greater range was actually achieved on 160 versus 80
meters. Greater ground wave range.
BTW, years back we discussed the German vehicles's “frame antenna”. Some,
specifically some U.S. Army publication, called it a loop and talked about NVIS.
I saw a photo the other day of the frame antenna looking upward from ground level,
and it was clear the lead to the antenna terminated in a hook.

>Incidentally, the low impedance wasn't all that much of a hassle, at least not to me;
by the time I wound up in college as the engineer for the carrier current station, I
was a veteran of running 160 meters MOBILE! Try running an 8 or 10 foot whip at 1810
KHz and you'll find exactly the same problem.
