So- a gov't agency most likely, because there really weren't civilian buyers,at least no non-priority buyers in the war years.
The FCC and FBIS were using SX-28s and SPs. Shipyards were installing the"Coke machine" marine radio units. I think something like police. Police had their own CW long distance radionetworks. Also possibly an airport?-Hue Miller
