[Milsurplus] National RAO-7 retagged as NRAO

Any National Co.Radio Scholars out there that could shed some light on this. A friend has what in all intendant purposes is a Navy RAO-7 receiver ..but the Navy Data plate identifying it as a RAO-7 has been replaced by a smaller National Co. (NC) data plate ,about 2/3rds the size, that calls it out as a "Communications Receiver" Type: NRAO , Order # 110-NSF and a date of 10-4-44.
The "NOTICE" plate is there but the usual acceptance/ placed in service plate tag is not there.
Have not gone to see the radio yet but the info had been provided the by the owner.
Any idea on why it was retagged as a NRAO ?
