Most crypto equipment has a simple method for loading a key and is fairly easy to use. That looks more like a primitive network switch like or early digital communications multiplexer system for combining  phone, fax and teletype circuts, something like a primitive SB-3614 switchboard.   Don't think it's a computer being that by the sixties and early seventies military was already using Data General and DEC hardware and that stuff has too many knobs and switches for a computer. The thing on the left has a keypad and in some ways looks like a KY-90 secure digital network interface but is larger and has more stuff on it, but not going to buy it being a computer. Maybe a loader system for Hawk or some other SAM but not a standalone data system.
