I am sure that is true of the general population, due to the very low number of people exposed to old radios. I infer this due to your quote of an overall statistic. 

But for those playing with old radios it may not be true if one is excessively careless around high voltages. There are other hazards as well, I.e. Chemical, infection from cuts and scrapes. I would place radioactivity most likely as one of the least risks.
