[Milsurplus] PCB Caps

We've had lots of high voltage capacitors which were filled with PCB in our older transformers, probably units built prior to the late 1960s.

We removed about two tractor trailer loads of PCB caps and transformers at one transmitter site, where we had removed all the PCB oils and units.

For operational transformers and reactors, we removed the PCB oils and flushed them with non-PCB oils so they were no longer PCB units.

I can't speak for the safety issues, one way or the other.

It has a higher dielectric constant that oil, so it "could" have been used for capacitors, but I've never found one. It was meant to be used in transformers used in buildings, mines, and chemical plants where an oil fire wouild be catastrophic. It was also significantly more expensive than oil, and was not used without a good reason. If you don't ingest it or put it in a open wound it won't bother you.
