When did this happen?

Anyone have a reference?

I remember legislation stating bulbs labeled a certain Wattage must become 
more efficient, since they couldn't be, they were just labeled with a 
different Wattage to get by this BS, for example, 100 is now 97, 60 is 54, 
et cetera, make them in China where the legislation didn't apply, et cetera. 
Pointless as light is lumens, not Watts of power consumed...
