Those caps are junk!  The insulating material is paper with acid in it.  You drove out the moisture, so they check out OK.  As soon as any moisture again gets in the cap, and it will, the acid and moisture will produce a battery again, and leakage will be high. To me, it's more important to have a good capacitor in the radio then having it look original but be bad.
