It's a fairly common *postwar* jammer, Hue.  A few details on the APT-9 
(and APT-5) are at http://aafradio.org/countermeasures/jammers.htm - 
they cover different frequency ranges.

The greatest problem with powering these up is the need for an external 
power supply, connected via the ten pin connector on the front panel.  
There are a couple of B+ voltages that must be supplied for proper 
operation, and they are not what I would call trivial.
