Actually, to be fair and not get into conspiracy theories, they were 
produced around the same time and an AN/GRC-19 fitted out to be the equivalent of 
an AN/GRC-14 is an AN/GRC-46 or AN/VRC-29 plus an extra R-392 and takes up 
more space.  Plus USMC only bought about one item for every ten that USA 
bought.  The main drawback of the AN/GRC-14 was the weight of the transmitter 
power supply, which was separate from the transmitter.  The R-808, unlike the 
R-392, is a standalone RATT receiver.  And it is far from the only military 
receiver to require extender cables for maintenance.
