For whatever it is worth, NAVSHIPS 94200.1 Directory of Communications
Equipment says CMS was made by Electronic Research & Mfg Co. of Cleveland
OH. Ref their catalog no. 1540

Beyond that I know nothing other than seeing one at a hamfest once upon a
