Most utilities need to be dragged kicking and screaming to anything new.  But 
also, the costs of adding capacitors might not be fully pass-on-able to 
customers while CME-induced destruction could get public (tax and rate) 
support.  Multiple issues at play.

Hey, we (as shareholders) tell the execs to maximize quarterly profits or we'll 
replace them so we're getting what we ask for.
