shows that LORAN C was developed during the 1942 to 1958 period with the first operational system fielded in 1957.  With its date of 1955, my mystery box may have been meant for converting the experimental LORAN C signals for reception on the APN-4.  The connectors match those on the APN-4. I suspect the Distant/Local switch refers to skywave/groundwave.
I did not know that LORAN C was operational that early or that the APN-9 could receive both LORAN A and C.  LORAN A has long been gone, and apparently Pres. Obama killed LORAN C in favor of GPS.  So now, what's the backup? Omega? Transit?
For those who expressed an interest in this puppy, I plan on keeping it and experimenting with it myself, for a while.

  The RF connectors may provide a clue. They have a bail retainer and that seems to be to be used on UK gear.(?)

I found this mystery black box in mint condition, still in its herm. sealed 
overseas packing at the TRW swap meet.  Does anyone have any further information
