A lot of these parts are designed to clock a CPU or other digital gizmo. A signal that moves around a bit is fine in that situation. In fact some setups deliberately move the signal around +/- 5% to improve the EMI performance. Compared to A crystal oscillator (even one from the 1930's) their "clean signal" performance isn't very good. You will find lots of alternative IC's, all with the same issue. They all target the same end product.
The real answer to the question "what to use" will depend a *lot* on what you are trying to do. So - what are you trying to do?
