Hi Larry,

Those are CRTs that were used in older and some later, low end scopes. 
The kit scopes for example from Bell & Howell correspondence courses in 
the back of matchbooks. They don't have a post deflection accelerator 
and so are not bright enough for "fast" scopes. Not useless either. 
Because they don't have that Accelerator element the power supplies are 
somewhat less demanding, too.
