  Back when I got my first phone, you were requried to monitor 500 KHz 24/7 (one of the questions on the test as I recall). I'd bet that running a generator 24/7 was a noisy sort of thing to do. Since it's shipboard, weight isn't a big deal. There may indeed have been a sixty something volt battery stack that ran the 24 hour a day stuff. Top it off with the generator when the whine isn't going to bother anybody. One generator, one battery stack, less to go wrong, less to maintain. Not the way you would do it today, but makes sense seeing the radio you have.
