I think the guesses that somehow it accentuates higher frequency power are
onto something.

The manual says: the power amplifier is a doubler-amplifier on the 7.5 - 14 
Mc/s
band.  The power output is 15 to 20 watts on 4 - 7.5, and 6.5 - 12 watts on 
the
7.5 - 14 Mc/s band, decrease in power due to operation on crystal harmonic.
There is only ONE tuned circuit in this transmitter, the PA output L net.

Besides the complaint about the size of the suitcases ( 2 required for
operation, one for radio, one for vibrator power supply or, one to carry
the handcrank generator.  ( The seat for the generator is hinged
lengthwise so it can fit in the suitcase! ), the other complaint was
about low power output. I would guess that due to battery not taking
a full charge, or confusion about the tuneup procedure, and tuning
up an a higher order harmonic instead of desired frequency - I would
guess easy to do if your coil inductance basically can go down to
zero!
