Ron, 

Congratulations for the BC-342! The verniers (both in the dial window and on the fine tuning knob skirt) are used just as a reference to quickly set a previously set frequency. If for example you check into a net, you record the vernier numbers and next time when you want to go back to that frequency, you don’t have to tune around to find that frequency: just set the vernier numbers as you recorded them. Otherwise, they have nothing to do with frequency calibration or readout.

A manual is always a good thing to have, to learn the “feeding and care” of your particular piece of equipment.
