Back when procurement wrote the speciation's for that someone messed up and put one too many zeros on the line for frequency stability and that's what you end up with. Perhaps it was used as a reference oscillator to zero beat received signals and provide accurate off air measurements? Somehow makes me think of the FR-38D/U (HP-524) as representative of huge size and investment in determining if you're on channel or not.
Anyone out there have a FR-38? That would be a sight worth seeing, would almost be tempted to set one up if I can find one but would think they are all extinct. Saw one back in the seventies and you could not give them away at that time.

It is an exciter for URC-32 and WRT-2 according to spec sheets and field changes.
What for? No mention of FSK, just CW.
Could also be used in "high power" mode with 15 watts out.
A pretty hefty. QRP rig...

Also shown as part of a prototype AN/WRT-4 (XN-2) transmitter Submarine use with 1 kw water-cooled amp. Again, nothing shown in the spec sheet but a hand key for CW.
