[Milsurplus] BC-221 with noisy tuning

I have one of those paper tags from the front of a RBC receiver where 
you write the circuit name & freq. It is from WWII as it refers to task 
force comms & radio callsigns that only existed during the war. One of 
the entries is marked "time ticks".

Could this be a time standard to coordinate the fleet?
