John, I've had really good results using Goop or GoJo
cream hand cleaner degressor.
Us it and a stuff brush and wipe the residue away with
a paper towel. The stuff won't hurt your hands, it sure 
won't hurt painted metal. 
I use it all the time for cleaning antique wood furniture.
I've never had it damage anything.
