The Japanese attacked those assets capable of projecting power against
them... offensive targets. Other targets were secondary.
The industrial capacity and resources of the US would have won, sooner or
later.
Japan never had the capacity to invade and hold the US mainland. Their
only realistic option was a raid, followed by a quick truce.
