Nowadays you better stick to the Approved Lesson Plan.
Or else get into a world of trouble with accusations of Racial
and Other Discrimination.  Unless you can keep good control
over the discussions, it's better to avoid them.
If a certain percentage of the students have to attain passing
grades, that many must pass.  Otherwise your performance as
a teacher is in serious doubt.
It's 2013, times have changed.
I hope no one is offended, but that's how things are.
I talking about most public schools.
