I think that hanging would just cost the taxpayers for legal proceedings and body disposal, without repairing the damage they did. I think a year of probation, during which they are forced to work on the ship for 20 hours/week with no pay, would be a better solution. 4000 man-hours of labor will scrape a lot of barnacles and old paint. Why only 20 hours per week? Well, they'll still need to work another 40 hours at regular jobs to eat, and they'll be working HARD during the 20.
