[Milsurplus] Shortwave broadcast viability

I was reading an Economist ( U.K.; 26 Feb. 2013 ) article about China 
jamming broadcasts from
Western countries, even in English language. One thing that surprised me: 
the article states that
China even has jamming equipment in Ethiopia; probably there is a quid pro 
quo arrangement.
I read this article thinking that shortwave broadcasting to China is still 
an important effort; but
the article says that the true way of information is via the internet; that 
no one really listens to
shortwave in China. That China is being thorough, anyway, in blocking every 
possible information
route. However, it seems to me there's a kind of Catch-22 situation here: 
China jams Western
broadcasts; and because China deems it so important to block the broadcasts, 
the West cannot
abandon broadcasting to them.  China has even jammed broadcasts of Radio 
Australia. Is Australia
a threat to China? Probably the Communist regime is right to feel insecure, 
but it's not from outside
that the threat comes.
