Connecting the Out to the IN without any thing between them should
produce what you see.  Technically, it should be a straight line, but
there are very minor considerations that makes the thing you see
on the scope.  The very wide sweep frequency range is one thing
that will do that.  So does my SG-24/TRM-3.
