In my experience PR (PA) people always stage photos - because they have an
absolute conviction about what looks good to their intended audience. They
may be completely off base or staging something that looks stupid to any
knowledgeable person, but they are 100% certain that their way is
best...and completely impervious to any rational argument otherwise. Ditto
for their text - you might be a rocket scientist, but they have A Degree In
Journalism.
